Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the immense confusion surrounding the United States attacks on Venezuela, the apprehension of leader Nicolás Maduro, and Donald Trump's announcement that the US will “control” the country and “reclaim the petroleum resources”, one thing is clear – this establishes a truly chilling precedent.

Past Interference and a New Threshold Crossed

The United States carries a troubling legacy of meddling, military incursions, and control in Latin America, but this past Saturday morning witnessed its first major military attack on South American land. “American dominance in the western hemisphere will never be questioned again,” the President stated.

The choice to militarily strike another independent nation and abduct its leader – just a short time after he publicly sought an off-ramp – carries even broader implications. This ought to concern everyone.

A Nation Left in Limbo

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, widely believed to have rigged the previous presidential vote. They now face profound uncertainty at best. Mr Trump has suggested that Mr Maduro’s deputy, Delcy Rodríguez would comply with American demands, and rejected prominent critic and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the temporary head of state, has so far adopted a posture of resistance – and other parts of the decapitated regime are considerably more radical.

From Global Policeman to International Outlaw

A man who was elected pledging to stop foreign wars now says he is “willing to put soldiers into combat”. Renaming the Department of Defense as the Department of War was a substantive signal. He no longer views the world’s superpower as a guardian of order; he is converting it into a rogue state.

He is convinced that the America's power allows it to do as it wishes with minimal cost: witness the military actions against Nigeria and Iranian installations. He claims that the oil resources of Venezuela means this most recent venture “won’t cost us a penny”.

An Illegal Assault on Sovereignty

George W. Bush launched the invasion of Iraq on a lie. But this illegal attack came lacking any form of UN approval or authorization from lawmakers; Democrats were not even informed and say they were deliberately deceived in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Put aside the signal this transmits to Vladimir Putin, Xi Jinping and others, and consider the destination for America itself. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s escalating feeling of being untouchable will almost certainly fuel more reckless actions.

The Stated Reason Versus the Real Aims

It is widely rejected the justification that this is about drugs. Venezuela is only a small transit route for cocaine; Mr Trump recently pardoned the ex-leader of Honduras Juan Orlando Hernández for related criminal convictions. Mr Trump himself has been explicit that he is driven by the promise of energy wealth as well as personal bravado, the worldview of key officials, and the appetite for triumphalism as his standing with the American public falters.

World Leaders' Silence and a Weakened UN

The global reaction, especially in Europe, has – with a few principled deviations – been surprisingly subdued. That’s not due to Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was welcome, but this episode underscores the institution’s growing irrelevance.

Mr Trump’s anti-interventionist domestic base could yet press him to redirect his gaze inward – but rising medical costs, economic unhappiness and other domestic scandals increase his appetite for distraction.

We are not yet 12 months into his four-year term. World leaders may live to repent if they remain quiet at this juncture, given what – and who – could be next.
