Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Immense energy is allocated on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capacity afforded by current data. From observation points, military aircraft that had been scrambled to engage hostile cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly transforms into grim resignation: maybe the incoming missile won't strike its target this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that European nations are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This pattern will, certainly, persist.
Political Considerations
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is impossible to compel Moscow to surrender the land that it already controls in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
