The UK government is testing out a new stance on Brexit, but this isn't equivalent to a policy reversal. The modification is mostly in tone.
In the past, the Labour leadership portrayed Britain's detachment from Europe as a fixed element of the political landscape, difficult to manage perhaps, but ultimately unavoidable. Now, they are prepared to admit it as a serious problem.
Speaking at a local economic summit recently, the chancellor included EU withdrawal together with the COVID-19 and austerity as factors behind ongoing financial stagnation. She repeated this viewpoint during an IMF gathering in Washington, noting that the national efficiency issue has been compounded by the way in which the UK left the European Union.
This was a carefully worded statement, attributing harm not to the departure decision but to its execution; faulting the officials who handled it, not the voters who endorsed it. This differentiation will be crucial when the budget is unveiled next month. The goal is to attribute some fiscal difficulties to the deal negotiated by Boris Johnson without appearing to dismiss the aspirations of leave voters.
Among evidence-focused observers, the economic argument is largely settled. An independent fiscal watchdog calculates that the UK's sustained output is 4% lower than it would have been with ongoing European partnership.
Beyond the expenses from new trade barriers, there has been a sustained decline in business investment caused by governmental uncertainty and regulatory ambiguity. There was also the opportunity cost of government energy being redirected toward a task for which little planning had been made, since few proponents had thoroughly evaluated the practical implications of making it happen.
When facts are undeniable, officials find it hard to stay impartial. The central bank chief told last week's IMF meeting that he holds no position on EU exit then stated that its effect on expansion will be adverse for the foreseeable future.
He forecast a slight positive adjustment eventually, which provides scant relief to a chancellor who must tackle a significant revenue shortfall soon. Tax increases are planned, and the chancellor wants the citizens to understand that leaving the EU is a partial cause.
The statement is worth making because it is true. That doesn't guarantee political benefit from expressing it. The same reality was apparent when the administration presented its earlier fiscal plan and during the national vote, which Labour fought while sidestepping the certainty of tax increases.
Now, with the government being neither new nor popular, detailing financial struggles comes across as justifying failure to many voters. There might be more advantage in blaming the Conservatives for everything if they were the only alternative and a credible threat. The classic incumbent strategy in a two-party system is to assert responsibility for fixing the opponent's errors and caution voters. The rise of another party makes things harder.
Policy differences between the two parties are small, but the electorate notice personal rivalry more than ideological alignment. Those attracted to the Reform leader due to lost faith in the system—particularly on border policy—don't see the two parties as similar entities. One party has a history of allowing immigration, while Reform does not—a contrast their leader will repeatedly emphasize.
The Reform leader is less eager to discuss Brexit, partly because it is a legacy jointly owned with Tories and partly because there are few benefits to showcase. If challenged, he may contend that the goal was undermined by flawed implementation, but even that defense acknowledges disappointment. Easier to change the subject.
This clarifies why Labour feels more confident raising the issue. Starmer's address to supporters marked a turning point. Earlier, he had discussed UK-EU relations in bureaucratic language, focusing on a partnership renewal that addressed non-controversial trade barriers like border inspections while avoiding the sensitive topics at the heart of the Brexit aftermath.
In his speech, Starmer stopped short of pro-EU arguments, but he suggested familiarity with past claims. He referenced "Brexit lies on the side of the campaign vehicle"—referring to exit supporters' vows about health service money—in the framework of "snake oil" sold by politicians whose easy fixes worsen the nation's problems.
Departure from the EU was equated with the pandemic as difficult experiences endured by the public in recent years. Likening EU exit to an illness indicates a tougher tone, even if the economic measures currently under discussion in EU headquarters remain unchanged.
The objective is to connect the Reform leader to a notorious case of deceptive campaigning, implying he cannot be trusted; that he exploits discontent and creates conflict but cannot manage effectively.
Recent suspensions of local representatives from Reform's local government team reinforces that narrative. Recorded videos of a online meeting revealed internal disputes and blame-shifting, highlighting the difficulties inexperienced figures face when delivering public services on tight finances—far tougher than distributing leaflets about reducing inefficiency or managing borders.
This line of attack is productive for Labour, but it requires the government's service delivery being sufficiently strong that electing Reform seems a risky gamble. Additionally, this is a message for a future campaign that may not occur until 2029. If Starmer and Reeves wish to be seen as antidotes to Faragism, they must show in the interim with a positively defined agenda of their own.
There are limits to what is possible with a change in tone, and the clock is ticking. How much easier to argue now that EU exit is harmful and Farage a fraud if they had stated this before. What additional choices might they have? Should they receive credit for admitting it now when alternate justifications are exhausted? Yes. But the problem of arriving at the evident truth via the most circuitous route is that people question the procrastination. Starting from the truth is faster.
